A Regular Meeting of the Township Council of the Township of Roxbury was
held on November 24, 2009 at 1715 Route 46, Ledgewood, New Jersey at 7:30 PM.
Mr. Zoschak made a motion for Councilman Hall to open the meeting as the
Mayor and Deputy Mayor were not present.
Mr. Smith seconded the motion.

Adequate notice of this meeting
of the Township Council of the Township of Roxbury was given as required by the
Open Public Meetings Act as follows:
Notice was faxed to the Daily Record, the Newark Star Ledger and the
Roxbury Register on December 17, 2008; notice was posted on the bulletin board
in the main hallway of the Municipal Building on December 17, 2008.

REPORTS OF COUNCIL LIAISON
REPRESENTATIVE, COUNCIL COMMITTEES AND NEW BUSINESS/OLD BUSINESS

COUNCIL MEMBERS, MANAGER, ATTORNEY OR CLERK
Mr. Schmidt stated that the Environmental Commission met recently and
they are working with the Environment Club at the school on an anti-idling
project at the high school. They would
like to expand this program to the other schools in town.
Mayor DeFillippo arrived at this time.
Mr. Zoschak requested an update on the park cameras. Mr. Raths stated that Horseshoe Lake
is fully up and operational. He further
advised that the individual who was doing the work, at no cost to the Township,
cannot not do it any more, so the Township must find someone else.
Mr. Zoschak stated that he spoke with Chief Noll today regarding speed
monitoring equipment and the Police
Department was not aware of the larger
trailer type machine.
Mr. Smith stated that the Economic Development Committee met last night
and the primary area of discussion was
the Route 46 corridor. Goals for 2010
will be discussed at the next meeting.
Mr. Smith advised that the Open Space Committee met last week, but he was
not able to attend. Mr. Raths stated
that Samantha from The Land Conservancy attended to review the open space
update. There will be a tour on December
7, 2009 to look at areas of town and how to approach them.
Mr. Behrens stated that he attended the "Grand Reopening" of
the Route 10 Car Wash.
Mr. Hall advised that the majority of Imagination Station was torn down
on Friday. There is a great group of
people working on this and most of them will be back in the Spring to rebuild
Mr. Smith advised that on December 12, 2009 "A Christmas
Carol" will be held at the high
school with the net proceeds to go to Imagination Station. Mr. Hall advised that there will be a number
of fund raisers and he will keep everyone posted.
Mr. Hall stated that he attended "Rachel's Challenge", a
program pertaining to the tragedy at Columbine
High School in 1999. He stated that it was one of the most
touching stories he has ever heard.
Mr. Hall attended the Board of Education meeting. They will be refinancing their bond for the
Mr. Hall stated that a Recreation Committee meeting will be held on
Saturday. To date, 100 coaches have
complied with the background check program.
Mr. Hall advised that a Shared Services meeting is scheduled for December
Mr. Raths discussed his memo regarding Township's refinancing. We would be
saving $85,000 on interest charges by going to a AA rating.
Mayor DeFillippo stated that she picked up information from the League
Conference and she will bring it to next week?s meeting.

Hall made a motion to close Ordinance 25-09 to the public. Mr. Zoschak seconded the motion.

Mr. Hall made a motion to adopt Ordinance 25-09. Mr. Zoschak seconded the motion.
Mr. Hall discussed the letter from a member of the Historic Advisory
Committee stating objections to the Ordinance.
Mr. Raths advised that there should be no impact on historic integrity
because the improvements are in the Township right-of-way in the roadway.
Mr. Zoschak stated that this Ordinance will not affect a resident
unless they subdivided their property or changed the use of the property.
Mr. Smith stated that the reasons he is against the Ordinance are that
the residents were not informed of the Ordinance and he is not sure everything
has been thought through.
Discussion ensued regarding the ordinance and the fact that the
residents were not notified, which Mr. Bucco advised was not a legal
requirement of the Ordinance. Mayor
DeFillippo stated that residents were notified of many meetings which were held
over the last few years.
Mr. Zoschak made a motion to
table the Ordinance to the December 15th meeting so that a letter
can be sent to the Main Street, Succasunna residents. At the meeting, the
residents will have an opportunity to comment on the Ordinance during the public
hearing. Mr. Smith seconded the motion.
