A Regular Meeting of the Township Council of the Township of Roxbury was held on December 1, 2009 at 1715 Route 46, Ledgewood, New Jersey at 7:30 PM.

 

PLEDGE OF ALLEGIANCE

 

OPEN PUBLIC MEETING STATEMENT

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings Act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on December 17, 2008; notice was posted on the bulletin board in the main hallway of the Municipal Building on December 17, 2008.

 

ROLL CALL (Present):  Councilmen Gary Behrens, Fred Hall, Jim Rilee, Martin Schmidt, Timothy Smith, Richard Zoschak, and Mayor Kathy DeFillippo

 

ALSO PRESENT:  Christopher Raths, Township Manager; Anthony Bucco, Esq., Township Attorney; Janet Rieth, Deputy Township Clerk; and Amy Rhead, Administrative Aide

 

Mayor DeFillippo amended the order of the agenda to recognize the Roxbury High School Gaels Marching Band

A.  Roxbury High School Gaels Marching Band Recognition

Mayor DeFillippo presented a plaque, on behalf of the Township, to Mr. Nichols, Roxbury High School Band Director, and members of the band in recognition of the outstanding accomplishments of the Marching Gaels.

 

Freeholder Director Gene Feyl presented a Resolution to the Marching Gaels on behalf of the Morris County Board of Chosen Freeholders.

 

Mr. Bucco presented the Roxbury High School Gaels Marching Band with a Resolution sponsored by Senator Bucco and Assemblymen Michael Carroll and Rick Merkt on behalf of the State of New Jersey.

 

At 7:50 PM Council took a short break.

At 8:00 PM Council returned to the Regular Meeting.

Mr. Smith made a motion to approve the above Minutes.  Mr. Zoschak seconded the motion

 

On Page 2 of the September 22nd Minutes, under Paragraph 2, discussion regarding the turf field, Mr. Hall would like it to read, "money used to maintain the existing grass field will be reallocated for the turf field".

Janet Rieth, Deputy Township Clerk, administered the Oath of Office to Lt. James Quinn, Sgt. Kevin Howell and Sgt. Scott Shinkowski.

 

Mayor DeFillippo amended the order of the agenda to address the SSC 1-Day Liquor License for December 31, 2009

Deputy Mayor Rilee made a motion to approve the one-day Liquor License for the Swim & Sport Club.  Mr. Smith seconded the motion.

Mayor DeFillippo amended the order of the agenda to address LHC letter of support for NJ DOT I BOAT NJ Grant

 

D.  LHC letter of support for NJ DOT I BOAT NJ Grant

 

Council members discussed the three possible scenarios being considered if the one-time $444,000 grant funding becomes available to the Lake Hopatcong Commission.  The Commission is not asking the municipalities to provide funds to the hard match if the grant is received, but would request in-kind support, such as man hours.

 

Mr. Smith made a motion to approve the letter of support, with the wording "based upon availability of staff" added in the second paragraph.  Mr. Schmidt seconded the motion.

Mr. Kluska asked when the Township calendars would be mailed to Township residents. Mrs. Rieth stated that the residents will have the calendars by the end of the year.

 

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL COMMITTEES AND NEW BUSINESS/OLD BUSINESS

Mr. Hall asked if the Recreation newsletter is on the website.  Mr. Raths stated that there is a link.

 

Mr. Hall advised that there are 350 people who have volunteered to rebuild Imagination Station.

 

Deputy Mayor Rilee stated that the Fire Chiefs meeting has been postponed until next week and he will be able to attend.

 

Mr. Smith asked if the Open Space Committee will be meeting tomorrow.  Mr. Raths advised that it has been rescheduled to December 7th, which is the open space tour. 

 

Mr. Smith advised that the Water/Sewer Committee will be meeting this Friday.

 

Mr. Smith advised that there will be a production of "A Christmas Carol" at Roxbury High School on Saturday, December 12th at 11:00 AM and 2:00 PM.  This is a fundraiser for Imagination Station.

 

Mr. Smith asked why the MSA has a $20,000 budget item for the League of Municipalities Conference.  Mr. Raths will provide a response in his Information Update this Friday.

 

Mr. Zoschak requested an update on the park cameras.  Mr. Raths stated he has no new information.

 

Mr. Zoschak requested an update on the drain pipe on the corner of Logan Drive and Wills Road.  Mr. Raths advised that Mr. Blood has spoken to the resident.

 

Mrs. Rieth advised that the Township calendar is also on the website.

 

Mr. Hall advised that a Shared Services meeting will be held on Thursday at 6:00 PM.

 

Mr. Raths advised that the steel is up at the new DPW facility.

 

Mr. Raths advised that State aid has been reduced by $32,000.  He has advised the Finance Department to hold all payments to the State at this time.

 

Mayor DeFillippo advised that the storm drain at the Outback parking lot is full of leaves. Mr. Raths will contact the shopping center.
