A Budget Special Meeting of the Township Council of the
Township of Roxbury was held on October 6, 2009 at 1715 Route 46, Ledgewood,
New Jersey at 7:30
PLEDGE OF ALLEGIANCE
OPEN PUBLIC MEETING STATEMENT
Notice is hereby given that a Special Meeting of the
Township Council of the Township of Roxbury will be held on Tuesday, October 6,
2009 at 7:30 PM at 1715 Route 46, Ledgewood, New Jersey. This meeting is being held for the purpose of
discussing goals and objectives for 2010.
Adequate notice of this meeting of the Township Council of
the Township of Roxbury was given as required by the Open Public Meetings Act
as follows: Notice was faxed to the
Daily Record, the Newark Star Ledger and the Roxbury Register on September 21,
2009; notice was posted on the bulletin board in the main hallway of the Municipal Building on September 21, 2009.
Councilman Gary Behrens, Fred Hall, Martin Schmidt, Tim Smith and
Kathy DeFillippo and Deputy Mayor Jim Rilee attending meetings on behalf of the
The Clerk asked for a motion to appoint an acting Mayor
due to the absence of the Mayor and Deputy Mayor.
Mr. Zoschak made a motion to appoint Councilman Tim Smith as
Acting Mayor for the meeting. Mr.
Schmidt seconded the motion.

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL
COMMITTEES AND NEW BUSINESS/OLD BUSINESS
Mr. Raths, Township
Manager; Lisa Spring, Chief Financial Officer provided a power point program on
the trend analysis projections for the township.
Mayor DeFillippo arrived at 8:05 PM.

would like Mr. Raths to check on the PERS amount to make sure we are in place
with our obligation. Also, they wanted
Mr. Raths to look at the legal costs to see if we could save money in the New
Council directed Mr.
Raths to take a good look at the sewer utility as to the debt and revenue for
the year 2010 and moving forward with a five-year plan.
Mr. Zoschak felt
that the legal costs should not be as large this year because as of this date
there is not a lot going on.
Mr. Schmidt stated
that it should be the goal of the council to keep the budget as low as possible
because the public is already struggling and they do not need a large tax
increase from the township.
Mr. Hall discussed
the fixed cost with contractual obligations, cost of PERS and health
coverage. Mr. Hall felt that the
township does well with the NJHIF but stated it still is an increase no matter

that it is important to reduce through attrition. Further, Mr. Behrens questioned the
expenditures for fire. Mr. Raths stated
that any of the equipment would be in the capital budget.
Mr. Smith stated
that the budget should not be more than the rate of inflation. He also felt that it was important to reduce
the police force through attrition. Mr.
Smith felt that it is important to try and use Shared Services whenever
possible whether it is with another municipality or the county. He also discussed the township joining with
the county on bidding in bulk for bonding.
