A Regular Meeting of the Township Council of the Township of
Roxbury was held on May 26, 2009 at 1715 Route 46, Ledgewood, New Jersey at
7:30 PM.
OPEN PUBLIC MEETING STATEMENT
Adequate notice of
this meeting of the Township Council of the Township of Roxbury was given as
required by the Open Public Meetings Act as follows: Notice was faxed to the Daily Record, the
Newark Star Ledger and the Roxbury Register on December 17, 2008; notice was
posted on the bulletin board in the main hallway of the Municipal Building on
December 17, 2008.
ROLL CALL (Present): Councilmen Gary Behrens, Fred
Hall, Jim Rilee, Martin Schmidt, Tim Smith, Richard Zoschak and Mayor Kathy
DeFillippo

DeFillippo amended the order of business to present the two proclamations and
plaque.
Proclamation - Louis A. Bizarri Jr. for his 60 years of
service as a volunteer fire and emergency services for the Township of Roxbury.
Proclamation - Arthur F. Volpe Sr., for his 60 years of
service as a volunteer fire and emergency services for the Township of Roxbury.
Presentation was
given to Joseph Perfetti Sr. for his 50 years of service on the Roxbury
Recreation Committee.

PUBLIC PORTION
Christine Bassani
42 Laurie Road, Landing
Ms. Bassani stated
that she was disappointed in the township?s position with regard to the joint
meeting with the Board of Education. Her
feelings were that there should be a more transparent relationship during the
budget process with the public. Also,
the township should try and communicate with the Board of Education on the
school budget prior to it being voted on.
Included in her discussions was the desire to see the township budget on
line during the budget process. Ms.
Bassani stated that its difficult for everyone to attend meetings because of
working and therefore the only way to communicate easily is through the
Internet.
Councilman Smith
stated that the township meetings are public meetings and advertised for the
public to attend and participate.
Further, the Budget Meeting minutes are on the internet for the public
to have available to them at their convenience.
Mr. Smith also stated that the governing body spends a lot of time on
the budget as well as the administration to bring in the lowest increase they
can without hurting services. Council
agreed with Mr. Smith and stated that there is a lot of transparency on the
part of the township making available to the public any and all information
pertaining to the budget and the financial concerns of the residents. Also, Council stated that there are liaisons
from the council to the Board of Education and the line of communication has
been productive.

A. New Business
Mr. Zoschak brought up for discussion the States intention
to divert funds from the EMT Training Fund to the general treasury. Council agreed that a resolution should be
prepared.
Mr. Zoschak made a motion to prepare a resolution opposing
the diversion of funds. Mr. Smith
seconded the motion.

questioned Mr. Raths if this was the remaining employees at Philips. Mr. Raths believed that it was. It was noted that this is another company
moving out of the State of New Jersey.

from Russell Stern, Roxbury Township Director of Planning , to Eileen Swan,
Executive Director of the NJ Highlands Council, dated May 14, 2009, re: Meeting Follow-Up and Preliminary Comments on
the Draft Highlands Master Plan Element.
Several Council members questioned the verbiage used by the Township
Planner. Mr. Raths will discuss this
with Mr. Stern.
PUBLIC PORTION

Mr. Alpaugh discussed the
railroad and Kuiken Brothers property where the dirt road and the rail line to
Rt#10 is and suggested that it be opened for better access from the lake for
the public. Council stated that they
were aware of the dirt road but it had been closed.

Ms. Bassani questioned the ?Y? with the third lane. Council stated that the ?Y? at Rt. #46 where
the old circle use to be was designed by the NJDOT. Further, the purpose of the ?Y? third lane is
to allow a turning ratio when a vehicle is in the eastbound lane and wants to
make a u-turn to Rt. #46 West and also allows stacking prior to the light
changing.
