Meeting of the Township Council of the Township
of Roxbury was held on Monday, May 4,
2009 at 1715 Rt. #46, Ledgewood,
Notice is hereby
given that Special Meetings of the Township Council of the Township of Roxbury
will be held on Monday, May 4, 2009 and Wednesday, May 13, 2009 at 7:30 PM at
1715 Route 46, Ledgewood, New Jersey.
The meeting of May 4th will be held for the purpose of
discussing the 2009/2010 School Budget with our professionals. The Township Council will meet jointly with
the Board of Education at the meeting of May 13, 2009.

as required by the Open Public Meetings Act as follows: Notice was faxed to the Daily Record, the
Newark Star Ledger and the Roxbury Register on April 29, 2009; notice was
posted on the bulletin board in the main hallway of the Municipal Building on
April 29, 2009.
Roll Call: Councilmen Gary Behrens, Fred Hall, Jim
Rilee, Martin Schmidt, Tim Smith, Richard Zoschak and Kathy DeFillippo.
Present: Christopher Raths, Township Manager;
James Bryce, Esq. for Township Attorney Anthony Bucco, Esq. and BettyLou
DeCroce, Township Clerk.
Council Liaison Representatives, Council Committees and New Business/Old

discussed the 20% increase in salaries and the Assistant Superintendent positions.
8 Cornell Drive
agreed with the previous comments of the Assistant Superintendent positions and
also felt that a cost benefit analysis is needed.

School Operating Budget
was Thomas Ferry, Auditor hired by the Township to review the Roxbury Township
Board of Education defeated budget.
Mr. Ferry and
Mr. Raths discussed the negotiated contract approved by the Board of Education
authorizing 20% increase for a 4 years contract for the administration and
teachers with an 18% increase over 4 years.

$140,000.00 each. Council felt that
administratively the salaries are high and administrative positions should be
looked at. Mr. Raths stated that he and
Mr. Ferry were looking at each line item in the budget to decide which areas
could be reduced without hurting the curriculum for the students.

Further, Council stated that they have reservations with all the
positions in the administration and would like Mr. Raths and Mr. Ferry to take
a good hard look at that.

Mr. Raths and
Mr. Ferry will work on the budget cuts and be ready for the joint meeting on
May 13, 2009.

Government Strategy Group dated March 2009, re: Feasibility Study for Shared
Service Maintenance Services between Roxbury
Township and the Roxbury
Board of Education. This will be placed on the Workshop Agenda for
Mr. Zoschak made a motion to go into Executive Session. Mr. Smith seconded the motion.

Motion Carried 7 to 0
Council went into Executive Session at 9:30 PM.
Council returned to the Special Meeting at 10:30 PM
Mr. Zoschak made
a motion to adjourn the Special Meeting.
Mr. Schmidt seconded the motion.
