A Reorganization Meeting of the Township Council of the Township of Roxbury was held on January 6, 2009 at 1715 Route 46, Ledgewood at 7:30 p.m.

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings Act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on December 17, 2008; notice was posted on the bulletin board in the main hallway of the Municipal Building on December 17, 2008.

At this time, Mr. Smith made the following statement:

 

“Congratulations to Kathy, it’s historic, we have our third female Mayor here in Roxbury Township and I can’t imagine anybody better.  I love Kathy, we have been together now for almost four full years as political allies, as well as serving on the Council together and she has done a tremendous job in the time she has been involved with the Township and this is a tremendous thing for the Town, obviously for Kathy and for her family. I know how wonderful it feels to be here tonight. For me it has been an honor and a privilege to serve the Township as Mayor for the last year and I want to thank the Council and all the people of the Township for the support that I’ve had.  We made a lot of progress last year in the Town.  If you take a look at the board of “To Do” list items, some 46 of them are checked off out there and the Township Departments did a tremendous job getting  a lot done. Of the few things that weren’t completed, most of them were either fairly minor or they were things where the Township Council cut the funding for them because of difficult economic conditions.  So I think the employees did a tremendous job on that.  Council members up here and committee members also worked very hard to make things happen last year and get a lot done and I would like to just recognize the contributions of everyone who has helped the Township and been involved with the Township.  Without listing all of the accomplishments, there are a few that I would like to list and this will seem lengthy, but you really have to get the magnitude of this.  We did a full review of the Land Use Ordinances from planning and economic stand points last year.  We paved many more miles of the Township’s roads needing repair.  We fixed a lot more of the catch basins.  We had two significant progress points on traffic, Route 10 and Hillside Avenue – the County now has a plan that we hope to see implemented over the next couple of years to widen that intersection and improve upon that.  Everybody knows it’s a terrible choke point.  We also made a lot of progress, in part thanks to the good work of Freeholder Feyl, on the Route 10/Commerce Boulevard intersection.  The State is finally making some movement there and Gene Feyl has a lot to do with that and our Traffic Committee, Jim Rilee and me, I don’t want to take the credit myself at all for this, but, we’ve been pushing hard and I’m very happy with how that has gone.  We, last year, reached what it a pretty historic agreement in principle with the school board, for a shared service of putting together a turf field.  We don’t have a final agreement yet, but it’s very close and it’s of a magnitude that hasn’t been done ever before in Roxbury to make this turf field a reality.  We also, as a Township, created a Recreation Trust Fund funded by contributions of those using Recreation to fund Recreational improvements and I think that is a great thing for the Township.  We had several Open Space winds last year.  We closed a $2.3 million transaction to buy many acres up in Landing.  We have a contract now with the Swim and Sports Club for an acquisition there.  We have an agreement with McNear, the McNear family to put a park in Landing.  We filed our COAH certification.  So many towns in New Jersey did not get their COAH stuff done in time and were asking for extensions. Roxbury got its done and it’s a great plan, an extremely well thought out plan.  Frank Banisch, our consultant, and our COAH members did a tremendous job with that.  That would be Mr. Hall, Mr. Rilee and Mrs. DeFillippo.  We are in great shape on COAH, where we thought for a long time we were going to be in terrible shape.  It looks right now like we are in good shape.  We got a visioning process for Route 46 under way and we’re moving that forward.  The Environmental Commission has a vision and a plan for a Community Garden at the Lines’ Farm on Eyland Avenue, which I think is going to be great. We got some progress with the County on a trail behind Horseshoe Lake.  We put in a new trail in Veterans’ Park.  We computerized our complaint tracking.  We settled a lot of tax appeals.  We upgraded the Roxbury Mall with very speedy Planning Board approvals.  We’ve never moved so fast, but it was worthwhile and you see the difference in the Roxbury Mall.  It looks tremendous.  We had a new Finance Director start this year and had a seamless transition with that.   We made a lot of progress on our Water Master Plan to improve our capacity.  We made a lot of cost reductions from the initial budget presented last year.  We had four neighborhood meetings, a great idea of Mrs. DeFillippo’s that has been very successful.   Lots of people are attending these meetings.  It’s terrific.  Mr. Zoschak got the Landing sea wall project under way at Lake Hopatcong.  Last, but not least, and this is my personal pet, is we have a historic agreement between the Roxbury Arts Alliance and Investors Savings Bank and the Township to put a theater down at Horseshoe Lake, with a $50,000 donation from them and about $150,000 of other donations coming in.  We’re going to have a theater there in the Spring and the Township worked very hard to make these agreements happen.  I’m very happy with that.  Everybody involved with the Township had a roll to play in this.  I tried my best to be a good representative locally at events with the people, as well as regionally to reach out to other towns and to make Roxbury’s impact felt in other places so we could have better relationships with other towns so we could work on shared services and other things that would benefit the Town long term.  I know Mrs. DeFillippo is going to build upon all that I have done.  I just want to say, finally, thanks to my colleagues, for all of you, for making me Mayor for the past year.  It’s been a wonderful, wonderful experience that I will always treasure.  Thank you all very, very much.”
