A Workshop Meeting was held by the Township Council of the Township of Roxbury on August 28, 2007 at 1715 Route 46, Ledgewood, New Jersey at 7:30 PM.

 

OPEN PUBLIC MEETING STATEMENT

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on January 5, 2007; notice was posted on the bulletin board in the main hallway of the Municipal Building on January 5, 2007.

 

ROLL CALL: (Present) Councilmen Jim Rilee, Martin Schmidt, Tim Smith and Mayor John Ciaramella

 

ALSO PRESENT:  Christopher Raths, Township Manager; Anthony Bucco, Township Attorney; BettyLou DeCroce, Township Clerk and Mary Jane Parr, Administrative Aide

 

ABSENT:  Councilwoman Kathy DeFillippo, Councilmen Fred Hall and Richard Zoschak

                          1.  Procurement Policy – Mr. Bucco is working on this.

 

Mr. Raths spoke about the police report from the Chief of Police on ATV use, the installation of cameras at certain recreation facilities and staff at the Recreation Department. 

 

PUBLIC PORTION

Richard Cadogan

Mr. Cadogan stated he would like to have a block party on September 8, 2007 and would like to have the street closed on Nalron and Emmans Roads.  Mr. Raths stated that Mr. Cadogan has spoken to Officer Palanchi regarding the block party.  Ms. DeCroce stated that the request would be forwarded to Officer Palanchi to sign off and a letter to Mr. Cadogan will be sent to him directly.  Also, Ms. DeCroce stated that this is an addition to the agenda.

 

Mr. Rilee made a motion to approve the block party on the condition that the Police have approved the street closures.  Mr. Schmidt seconded the motion.

Robert Kluska

234 Emmans Rd.

 

Mr. Kluska stated that ordinance No.18-07 regarding pods, if passed, could lead to possible litigation because it is discriminatory in nature.

 

Mr. Kluska discussed resolution No. 07-339 regarding disabled veterans exemption from taxes. Councilman Schmidt stated the federal government does not reimburse the Township for this lost revenue.

 

At this time Mayor Ciaramella asked if there is any other public input.  Mayor Ciaramella closed public portion.

Proclamation-Ovarian Cancer Awareness

 

Ms. DeCroce spoke about Gail MacNeil who started the Kaleidoscope of Hope Foundation.  Ms. DeCroce stated that she lost her brother in law last year to cancer and last evening her Uncle passed away with cancer.  Ms. DeCroce further stated that she has another family member who has been diagnosed with ovarian cancer.  Ms. DeCroce stated that each year there are more deaths attributed to cancer and the number is increasing.  She supports the Kaleidoscope of Hope Foundation because they are raising funds for research and development in the area of ovarian cancer. 

 

Ms. MacNeil, Co-Founder of Kaleidoscope of Hope Foundation just had Chemo on Friday and was too ill to attend this meeting to accept the proclamation in person and Ms. DeCroce stated that she would accept the proclamation on behalf of Ms. MacNeil.  Also, Ms. DeCroce asked everyone present to take a ribbon and tie around a tree in their yard for the month of September.

 

Mayor Ciaramella read the Proclamation for Ovarian Cancer and reminded Council that September is Ovarian Cancer awareness month.

#9  E-Mail Correspondence from Andy Mitchell, Assistant Deputy Administrator for Outreach, National Preparedness Directorate to Bob Hackett, Emergency Management Coordinator dated July 10, 2007 RE: EMW-2007-FO-01342.  Mr. Raths stated that Bob Hackett, Emergency Management Coordinator is looking into this.  Mr. Raths will advise Council when he receives the information.

 

#10 Correspondence from Russell Stern, Township Planner to Eileen Swan & Chris Danis, New Jersey Highlands Council dated August 21, 2007 RE:  2006 Draft Highlands Regional Master Plan – Correspondence submitted During Public Comment Period:  Mr. Rilee stated that Mr. Stern did a great job.

 

#12 Interoffice Memo from BettyLou DeCroce, Township Clerk to Mayor & Council, Tony Bucco, Township Attorney; Christopher Raths, Township Manager and Russell Stern, Township Planner dated August 22, 2007 RE: Senate Bill No. 597:  Mr. Bucco stated that there is legislation pending the Governor’s signature which regulates clothing bins for charity.  That law would supersede the Township’s position.
